As a Human Factors Expert, Dr. Bong Walsh has been involved in many cases where a motor vehicle accident was blamed on a driver because the driver had alcohol, marijuana, or another substance in his/her system. Much of the time, the blame or “cause” is seemingly automatic or by default due to the presence of the substance. Using examples from actual cases that he has been involved with, Dr. Walsh will present practical information on defending drivers in situations where a result is blamed on driver impairment despite a lack of substantive evidence of a causal relationship between the presence of the substance and the driver’s actions or eventual result. Dr. Walsh will also present information specific to the interpretation of THC metabolite levels, using results and figures from peer-reviewed scientific journal articles.

 PRESENTER: DR. BONG WALSH

 

Bong J. Walsh was born and raised in San Francisco, CA. He received his B.S. in Biopsychology from UC Santa Barbara in 1994, then worked at UCSF in gene therapy for two years, followed by work in the biotech industry for several years. Following this, he attended graduate school in Neuroscience at UC Davis, where he received his Ph.D. in Cognitive Neuroscience in 2008. After a brief post-doctoral fellowship, he joined the Psychology Department at UC Davis, teaching the Cognitive Psychology and Cognitive Neuroscience courses. In 2012, he joined the Core Faculty at the American School of Professional Psychology where he taught several courses, including Cognitive and Affective Bases of Behavior, Physiological Psychology, and Psychopharmacology. In 2017, Bong joined Boster, Kobayashi, and Associates, where he has been retained as a Human Factors Expert in hundreds of cases, many of which have involved alcohol and other substances as potential contributing factors. Among many committee memberships, he has been a full member of the Transportation Research Board (TRB) Standing Committee on Alcohol, Other Drugs, and Performance since 2019.
